Minutes of the Ordinary Meeting held on

Thursday 9th May 2013 at 6.00 p.m.

Present: A Price (Chairperson), A Challenger, A Siddley, C Pavett, J Price, J Bodman, C Edwards

131/13 Apologies: M Aveyard (Deputy Chairperson), C Harries, G Harries

 

132/13 Declaration of Interest.

Cllr. Alf Siddley. Declared an interest with regards all Planning Matters in view of his County Borough Status.

 

133/13 Minutes:

Amendment: 117/12 Cllr Edwards requested that it be noted that she stated that correct procedure had not been followed and therefore   the discussion relating to 113/13 had not been held in camera. The Chair stated that the issue was of a personal nature and therefore it had been discussed confidentially as stated at the time. Cllr Edwards requested it be noted that she did not agree.

The minutes of the Ordinary Meeting on Thursday 2013 of the Blaengwrach Community Council were accepted as a true record, proposed by Cllr C Pavett, seconded by Cllr J Price.

 

134/13 Matters Arising

The servicing for the park equipment is in progress.

 

135/13 Planning

P2013/0280 Proposed restoration & aftercare scheme under conditions 70&79 of planning permission P2009/1040. No objections

P2013/0269 Single storey rear extension. No objections

 

136/13 Crime and Disorder.

Cllr Bodman reported that there was an incident in Glynneath on Good Friday, a call was made to the police and considerable time lapsed before the police arrived at the incident. Cllr Bodman will contact South Wales Police regarding police cover of the area.

 

The issue of police cover will be raised at the next PACT meeting and an invitation sent to Superintendant Julian Williams to attend the meeting.

 

Groups of young people have been gathering in the Welfare Park, this will be raised at the next PACT meeting and request that a there is a higher police presence in the village during evenings and at weekends

138/13 Correspondence

Celtic Energy – invitation to Councillors to attend public exhibition at The Welfare Hall n 21st May. Cllr Price asked that Blaengwrach Community Councillors attend the exhibition.

Tidal Lagoon Swansea Bay – Invitation to informal forum event.

Mid & West Wales Fire & Rescue Service. Annual Improvement Report

Food Standards Agency. Information on Food Hygiene Ratings.

Bethan Jenknin AM. Request to attend Community Council meeting. Action: DR reply inviting Ms Jenkins hold a meeting at The Welfare Hall to meet the residents of the ward and discuss any local issues that affect the area.

Zurich Insurance. Information on renewal process.

Mazars LLP. Annual Return for Year End 31 March 2013.

 

139/13 Committee Reports

Cllr A Price, WCAGA drug bus will be in the area in the near future to raise awareness regarding the dangers of alcohol and drug abuse.

Cllr Bodman, Disability Network – discussions regarding the seating at Neath Port Talbot Hospital.

 

140/13 Training/One Voice Wales

Councillors discussed the issue of training provided by One Voice Wales and the renewal of One Voice Wales membership. To be carried forward to next meeting in order for Cllrs to investigate the alternative organisation (SLCC) and the cost implication, support and services offered by both organisations.

 

140/13 Any Other Business

Cllrs agreed to increase the hours of the gardener at The Welfare Park Cemetery on a seasonal basis.

Discussion regarding repairs to roads – NPTCBC have excess road cover materials which can be purchased to be used on un-adopted roads. Action: Cllr Challenger to approach the residents to ensure they are aware that the repairs could be carried out and that the roads would remain un-adopted. Cllr Edwards stated that the repairs would need to be to a high standard and the residents made aware that Blaengwrach Community Council were not responsible for future repairs. The work will be carried out by a locally based business at no cost. Payment approved with these conditions.

 

141/13 Set Date & Time of next meeting

Next meeting: 6.00p.m. on 13th June 2013 at 6.00 pm at St Mary’s Church.

Meeting closed 7.10 pm.
