Minutes of the Ordinary Meeting held on

Thursday 10th August 2017 at 6.30 p.m.

 Present: Philippa Richards (Chairperson), Carolyn Edwards (Vice Chairperson), Menna Mortimore, Andrew Hippsley, Rhian Williams.

086/17 Matters Arising

Further information requested re Bank Accounts, continue with the process to open accounts in Glynneath branch of TSB.

Planning for the development of the petrol station at the bottom of Empire Ave is ongoing, Cllr Edwards in contact with developer.

Trees in Edwards Street – Cllr Edwards to contact NPTCBC.

Unity Mine road – Cllr Edwards to contact.

One Voice Wales – next meeting 7th September 2017.

Asbestos abatement – work will be completed on 31st July 2017

Electrical survey completed – no concerns raised.

Water Tanks @ The Welfare Hall – Cllr Edwards to contact plumber

No planning applications received

088/17 Crime and Disorder.

Resident form Dunraven Street attended the meeting and raised the following concerns:

Antisocial behavior, raid by armed police officers in the street wearing riot gear had entered gardens of neighbouring properties, large volume of traffic using the street during both day and night, resident feel intimidated, residents have seen what appears to be drug dealing from one house in the street, residents have identified children as young as 12 being sold what they believe to be drugs in the street.

Residents are contacting SWP on a special number to report any activities, Some residents have fitted CCTV.

Concerns that the landlord of two properties have not registered to rent the properties.

Residents requested the support of Councillors to resolve these issues.

Residents advised to keep a record of events and report all activities to SWP.

Residents asked to attend next PACT meeting on 27th September at St Mary’s Church.

Cllr Edwards to report the issues to Antisocial behavior department of NPTCBC.

Action: DR to contact SWP to arrange meeting between residents and SWP

090/17 Correspondence

Cwmgwrach/Blaengwrach Educational Grant Committee – Request to nominate representative from Blaengwrach Community Council. Action: Dr to contact Committee re Cllr Edwards as representative.

Cwmgwrach Moving Forward – Request for donation for Party in the Park on 5th August. Cllrs discussed that the use of The Welfare Hall had been donated free of charge for the event and the event had already taken place. Cllrs suggested that a request for donations be made in advance of the next event. Concerns were raised as to the cleanliness of the Hall following the event. Councillors decided that a joint visit following the next event would take place to ensure that the terms and conditions of hire had been adhered to.

092/17 Matters Raised by Cllrs

Transfer of Bank Accounts – ongoing, application form for Wages account has now been completed. Application for on line banking also completed.

Training for new Cllrs – One Voice Wales are not able to provide a trainer for the original date that was booked awaiting list of alternative dates. Clerk at Glynneath Town Council has been contacted re Glynneath Town Cllrs attending awaiting reply. Cllr Edwards will contact Glynneath Councillors to obtain number.

Drainage at The Welfare Park – The issue of water rentention to the rear of the Welfare Hall will be included in the development of the Park project.

Cleaner/caretaker holidays – Councillors decided not to employ someone to cover the holiday (14/8/17 to 29/8/17). Cllrs would cover the duties during this time.

Tennis court nets – Cllrs have received a request to replace the nets at the tennis court. Action: DR to order new nets up to the value of £100.

Park project survey – Cllrs will deliver the questionnaires to all house in Cwmgwrach.

097/17 Matters Arising

PACT meeting with Dunraven Street residents – Residents to meet with SWP prior to PACT meeting on 27th September 2017

Trees at Edward Street – Cllr Edwards has spoken to NPTCBC and will re contact for progress report.

Road at Unity Mine – to be reviewed at a later date.

Asbestos abatement work has now been completed at The Welfare Hall.

Quotes for water tank removal and replaced by mains feed water. Quote for work from DD Plumbers, £2490.00 plus VAT approved by full Cllrs.

Code of Conduct training to be booked for October. Action DR to arrange training.

Planning issues re development of land at Empire Ave. There are problems with sale of land.

Demolition of Pumping station and drainage of former paddling pool site. Cllrs decided to get quotes re demolition of building, water supply and electrical supply. Cllr decided that the drainage of the land would be included in the development project planned for the Welfare Park.

Cwmgwrach RFC – Cllrs discussed the overgrown trees – The rugby club have agreed to remove the trees and brambles.

Information from NPTCVS to be forwarded if area appropriate, Job vacancies are not to be forwarded.

Quote received from DD Plumbers Plumbing and Heating, £2490 plus VAT. Cllr decided to engage the services of DD Plumbing to carry out the work as soon as possible. Action: DR to contact company to arrange a date for the work to be carried out.

Cllr Doherty to contact local graphic designer re logo.

Age Connects – request for information on installation of WiFi at The Welfare Hall, Cllrs discussed issue and decided there are no plans at the moment to install WiFi.

Booker account – DR to check status of account

Documents held at Barclays Bank. Action: DR to compose letter of authority to collect documents. Documents to be collected by Cllr Mortimore.

Christmas Tree at The Welfare Hall. Action: Cllr Edwards to arrange delivery, DR to arrange delivery of Christmas lights.

See-Saw at park – Company has been contacted, Cllrs decided parts to be ordered for caretaker/gardener to install.

DR to email Cllr Rosser to confirm minister for Remembrance Service.

Glynneath Regeneration Group – Cllr Richards and Cllr Watts to represent Blaengwrach Community Council

Quotes received for demolition of pumping station and removal of electrical supply.

External Lighting – Quote to be obtained from electrician.

Code of Conduct training – Confirmed Wednesday 25th October 6.30 pm at St Mary’s Church
