THE BLAENGWRACH COMMUNITY COUNCIL ARE LOOKING TO EMPLOY A CLERK TO REPLACE THE EXISTING CLERK WHO WILL BE RETIRING FROM THE POST IN THE NEAR FUTURE. THE POST TITLE IS Clerk to Blaengwrach Community Council AND APPLICATIONS ARE INVITED (with a closing date of Friday, 29th July 2022 for receipt of the applications (please see below for further details):
Purpose of the Post: To be appointed Clerk to the Community Council as required by Law;
Duties:
To control and properly order all purchases of equipment, materials and other requirements of the Council, so that all purchases can be verified as correct thus ensuring that all Council assets i.e. buildings, cemeteries and parks, are kept in good order and a good standard of repair, and liaising with contractors/suppliers for quotes and to ensure that ALL required work is carried out;
To liaise with existing & potential hirers of the Welfare Hall to ensure that the correct hire agreements are in place (including stating the prevailing fee for hire);
To liaise with Funeral Directors in relation to interments at the Council cemetery;
To ensure that ALL aspects of the Council`s Health & Safety Policy is kept up to date in accordance with all H & S Rules & Regulations;
To take notes of, and produce accurate minutes of, Council meetings, noting the names of all Councillors attending and also recording apologies of Councillors not present. A copy of these minutes MUST be placed in the Council notice boards and on the Council website after approval as a true and correct record by the Council at the next meeting. (The recording of minutes will include any “Closed Sessions” of the Council meeting where the Council MAY discuss confidential matters or matters of a sensitive nature as defined in the Council Standing Orders (NOTE: The Closed Session Minutes should only be distributed to Council Members);
To keep accurate records of staff sickness and annual leave and to “line-manage” other Council staff (including relevant training which may be required);
To project manage any projects etc. that are undertaken by the Council;
To assist the Council in operating the agreed Policies and Procedures;
The ability to communicate in the medium of Welsh may be an advantage as the Council operates a Welsh Language Policy;
To work towards obtaining the relevant CiLCA Qualifications;
The post is subject to a D.B.S. check;
THIS IS AN OUTLINE DESCRIPTION OF THE POST AS IT IS PRESENTLY ENVISAGED. AFTER APPOINTMENT IS MADE THE JOB DESCRIPTION WILL BE PERIODICALLY EXAMINED AND UPDATED TO ENSURE THAT IT RELATES TO THE JOB THEN BEING PERFORMED, OR TO INCORPORATE ANY NEW OPERATIONS THE COUNCIL WISHES TO BE CARRIED OUT. ANY CHANGES WILL BE SUBJECT TO CONSULTATION WITH THE POST HOLDER. IT IS THE COUNCIL`S AIM TO REACH AGREEMENT OF REASONABLE CHANGES. THE COUNCIL IS AN EQUAL OPPORTUNITIES EMPLOYER.
The salary rate is, at present, £10.42 per hour (salary to be paid four (4)weekly). At present the number of contractual hours is fourteen (14) hours per week. (Both of these can/may be reviewed upon request from either the post holder or the Council.
NOTE: AT PRESENT, THE ROLE DOES NOT INCLUDE THE COUNCIL`S RESPONSIBLE OFFICER`S ROLE BUT THIS RFO ROLE MAY BE INCORPORATED AT A LATER DATE. IF THIS OCCURS, THEN ALL REVIEWS e.g. NUMBER OF HOURS, RATES OF PAY ETC. WILL BE CARRIED OUT WITH THE CLERK BY THE COUNCIL`s HUMAN RESOURCES COMMITTEE AND THE CHAIR OF THE COUNCIL.
